Efficiency Valuation Organization (EVO) is pleased to announce that the International Performance Measurement and Verification Protocol (IPMVP) Committee recently created a sub-committee to address non-routine events (NRE) and non-routine adjustments (NRA).
The sub-committee was pulled together in the second half of 2018 in response to significant interest form the industry in NRA and NRE and their role in individual projects as well as program-scale efforts such as pay-for-performance applications. Many industry stakeholders concluded that there is a large gap in the industry around this subject. The sub-committee is chaired by Todd Amundson from Bonneville Power Administration (BPA).
In energy efficiency measurement and verification (M&V) applications, NRA are individually engineered calculations performed to account for the energy effects resulting from changes in static factors (non-routine events) within the measurement boundary. Measurement boundaries are notional boundaries drawn around equipment, systems or facilities to segregate those which are relevant to the determination of savings from those which are not.
Static factors are those characteristics of a facility which affect energy consumption and demand, within the defined measurement boundary, that are not expected to change, and were therefore not included as independent variables. If they change, non-routine adjustments need to be calculated to account for these changes.
The committee will address issues such as when and how to identify and apply NRA, tracking and calculating them, and estimating the uncertainty in the presence of NRA. The committee will also develop case studies, quality assurance oversight and review criteria, and address misunderstandings and misinformation about NRA.
