Li Tienan

Mr. Tienan holds a Bachelor degree of Mechanical Engineering and a Ph.D. of Environmental Management. President of the Center for Industrial Energy Efficiency (CIEE) and China Quality Mark Certification Group product Certification Co., Ltd. he was also the President of the China Standard Certification Center (CSC) and the Director of the ELI Quality Certification Institute.

Li Tienan was the team leader of the MIIT/WB/GEF Project China Energy Efficiency Promotion in Industry (CEEPI) which sought to improve energy efficiency and reduce greenhouse gas (GHG) emissions in key industrial sectors in China by addressing both management and technical aspects of rational use of energy. Today he is the executive director of the Project Management Office.

Committing to harmonize energy efficiency standards/labeling programs, he has organized and conducted several harmonization programs with the U.S. and Australia, including “Energy-Efficient External Power Supplies Harmonization Project”, “Compact Fluorescent Lamps International Harmonization Project”, the Set Top Box and Multifunction Office Equipment Harmonization Programs.

Based on the systematic survey and analysis on efficiency procurement of government around the world, especially the experience of federal government of the U.S, combined with Chinese actual situation, he assisted China National Development and Reform Commission and the Ministry of Finance of China to develop the policies for China Government Efficiency Procurement with the China Government Efficiency Procurement Project.

He is the leader for the ELI Certification Institute, initiated in 1999 by the International Finance Corporation (IFC) and funded by the Global Environment Facility (GEF) with USD 1.5 million, to promote efficient lighting in Argentina, the Czech Republic, Hungary, Latvia, Peru, the Philippines, and South Africa. As the director of the project, he organized the compilation of “International Development Schedule on ELI Certification for the Future Ten Years” in 2003, which have been accredited by IFC.
