Welcome to this second edition of the Global ESCO newsletter The ESCO market around the world is developing fast and proving to be an important market transformation tool to increase the pace of the energy transition and decarbonization of buildings. The government is using the approach to retrofit their facilities, and the private sector is increasingly using ESCOs and the energy performance contracting option to ensure a more straightforward process and a guarantee of the results to be achieved. The Global ESCO network (GEN) continues to play an exciting role in developing the ESCO market through its capacity-building activities, increasing networking between stakeholders, and providing valuable references for those seeking more information on the subject. The GEN continues to reach out to existing ESCO associations and support countries that want to develop one to help them play their role efficiently. In the present edition of our newsletter, you will find information about the development of the ESCO market worldwide. From information from specific countries to training events and news from more regional activities, I am sure you will enjoy reading this new edition. We are also planning an in-person event in 2024. The initial date of January 2024 will be postponed by a few months. We will let you know more before the end of the year about the dates and the event itself, as we hope to welcome as many stakeholders of the ESCO market worldwide as we can at this unique occasion. Pierre Langlois Global ESCO Network Co-chairman GEN newsletter editor GLOBAL ESCO NETWORK Release of the 2nd edition of the Regulatory Barriers for ESCOs, Perspectives Based on Feedback from National ESCO Associations. This publication presents itself as a simple guidebook for policymakers regarding which interventions they could easily turn to to activate the ESCOs in support of energy efficiency strategies and policies. In this second edition of “Regulatory Barriers for ESCOs”, 19 ESCO associations have provided comprehensive answers to 15 questions that illuminate different aspects of regulatory barriers for ESCOs. The formulation of the questions was informed and inspired by interviews that were conducted in 2021 for the first edition of this publication, where focused interviews with 10 ESCO associations served as the basis for the analysis. The renewed analysis was performed from March to May 2023, following through on the ambition to expand the analysis to other countries based on the typology established in the first edition. The focus is on regulatory barriers because these policymakers can help address and alleviate them. Regulation can even be used actively to pursue emissions reduction objectives through reduced energy use. As such, this publication similarly presents itself as a simple guidebook for policymakers regarding which interventions they could easily turn to activate the ESCOs in support of energy efficiency strategies and policies. The growing urgency of decisive responses to a rapidly changing climate and the inherent ESCO promise of delivering profitable investments to the same effect mandates a prominent role for the ESCO community in the global climate-change agenda. EUROPE Release of the 2022 EU ESCO/EnPC Market Report The 2022 EU ESCO/EnPC Market Report was recently published by the European Commission’s Joint Research Centre (JRC). https://publications.jrc.ec.europa.eu/repository/handle/JRC133984 The report provides a set of recommendations of relevance for policy-making both at MS and EU levels. The report findings indicate a continued potential for the public and private sectors to engage with EnPCs. Interventions in public buildings and public lighting, followed by private buildings, are the most frequent types of projects. There is a trend towards incorporating renewables – constrained by Eurostat rules on the treatment of EnPC investments – district heating, system automation, and interventions in the industry. MS policymaking would generally benefit from fully implementing EU directives – especially EED Arts. 18, 5, and 6 – to overcome market barriers. Market intelligence, technical assistance, and sectoral qualification are needed while diverting public funds towards long-return projects (e.g., building envelopes) and leveraging private financing. The EU's strategic and regulatory developments, alongside technical assistance, have been key market drivers. __________________________________________________________
POLAND Guidelines for Energy Performance Contracting Directive 2012/27/EU of the European Parliament and of the Council on Energy Efficiency, revised as part of the Fit for 55 legislative package, significantly strengthens the exemplary role of the public sector in energy efficiency and the use of EPC energy performance contracting in the ESCO financing model. The potential for using the EPC model in Poland is very high, especially for the public sector. Outdated infrastructure and rapidly rising energy costs favor a rational and comprehensive approach to energy modernization of public facilities. On June 30, 2023, the Ministry of Climate and Environment published Polish Guidelines for Energy Performance Contracting. AFRICA ESCOs in Africa Globally, the ESCO business model is experiencing a growing interest. As the volatility of the energy markets has become clear to all and the security of supply is thus of increasing importance, it is natural to resort to the domestic resources latent in energy efficiency. The drive may well be compounded by supply chain challenges in the renewable energy sector and, not least, the climatic changes that are evidenced daily. Africa is quite a grey area on the Global ESCO Network’s map of ESCO associations, but this may be about to change. Last year, the African Development Bank launched the Africa Super ESCO Acceleration Program in Rwanda, Senegal, and South Africa, financed through the Sustainable Energy Fund for Africa, to catalyze energy efficiency investments through establishing and operationalizing Super ESCOs. The Bank has also engaged in the preparations for the establishment of a Super ESCO in Kenya, the second on the continent after Morocco’s Société D'ingénierie Énergétique was established as long back as in 2010. This year, Uganda has started a similar dialogue with the Bank, initiated not least by the Energy Efficiency Association of Uganda, which is part of the Global ESCO Network and intends to establish a dedicated ESCO association. Meanwhile, an elaborate regulatory framework has been established in Ghana to include ESCOs to assist in meeting national energy efficiency ambitions. In Mauritius, a mandatory audit scheme has been launched under which ESCOs are considered a delivery mechanism for energy efficiency goals. In this overview, the ESCO Association of South Africa should not be forgotten as the only dedicated ESCO association on the continent in a maturing South African market for energy efficiency services. We know this overview is incomplete; hence, we welcome information about developments in other African countries relating to ESCOs. __________________________________________________________________
DENMARK One of the purposes of the Global ESCO Network, and indeed one of the task forces under the network, is to promote the establishment of ESCO associations in countries where no such association exists. An association can serve different purposes depending on the market. It may evolve as an ESCO market matures, and a critical mass of ESCOs and EPC contracting makes a common voice the next natural development. Or it may be established in an embryonic market with few actors wishing to boost it and call attention to a missing regulatory framework. An example of the latter is the work to establish an ESCO association in Denmark, which the Global ESCO Network has inspired. Contrary to common perception, the energy efficiency market in Denmark is not pronounced, and the ESCO business is, therefore, not of significance. However, the recent energy price increases have sharpened the focus, and the few ESCOs active in the market are suddenly much in demand. The Global ESCO Network believes that a Danish ESCO association could help build a strong foundation for further expansion of ESCOs in Denmark. It is the first experience of the Global ESCO Network to help develop an ESCO association, and we look forward to assisting elsewhere where an ESCO association is missing. __________________________________________________________________

The First Congress on “Decarbonization and sustainability”, organized by ANESE (National Association of Energy Services Companies - Spain), will take place on November 21, at 9:00 a.m., at the Escuela Técnica Superior de Ingenieros Industriales of Madrid. This is an in-person event where participants will meet, debate, and share experiences on current energy issues and future challenges. The program is designed around four concrete and specific thematic blocks, decisive for promoting the energy transition and sustainability, and which will be analyzed in four debate panels. The Global ESCO Network’s Policy Advice – Webinar on November 28, 2023 The Advisory Board of the Global ESCO Network has been developing a policy advice package central to healthy ESCO services markets. After a round of hearings among our partners, the policy advice is now consolidated. At this webinar, Pierre Langlois, the Global ESCo Network’s co-chair, will officially launch the advice and introduce its components and its motivation. It is our hope and belief that a suite of policy components endorsed by the global network of ESCO associations is a useful tool for Governments and ESCO associations alike for the promotion of energy efficiency through Energy Service Companies. To fulfill this purpose, the Global ESCO Network will pursue the greatest possible dissemination of its policy advice. We are looking forward to welcoming you to the webinar! The Global ESCO Network at COP28 in Dubai The Global ESCO Network will be present at COP28 - the Conference of the Parties to the UNFCCC - in Dubai from 30 November to 12 December 2023. The COP is one of the stages at which the Global ESCO Network endeavours to fulfil its purpose to promote the ESCO in international fora as an efficient tool for countries to achieve their energy efficiency targets as expressed through their Nationally Determined Contributions on the Paris Agreement. So far, the Global ESCO Network will be present at the UNEP Pavilion on the 4th and/or 5th of December, at the UNOPS pavilion (date to be announced), and at the SE4All pavilion (date to be announced). Currently, events cover procurement of ESCO services, industrial energy efficiency through ESCOs, development of an ESCO industry in Africa, and possibly cooling-as-a-service. You may stay updated on COP events where the Global ESCO Network is present at our website – www.globalesconetwork.org – under events.
