MONTRÉAL (CANADA), JUNE 30, 2026 – The Efficiency Valuation Organization (EVO) is pleased to announce the creation of its Measurement & Verification Government and Agencies International Network (EVO M&V GAIN).
This announcement is made while government and industry delegates gather in Montréal for the IEA’s 11th Annual Global Conference on Energy Efficiency.
The overarching purpose of this network is to support governments and agencies in exchanging information and best practices on how to best respond to decarbonization challenges, mitigate risks, and adequately measure, verify, and report savings and project performances.
Measurement and verification (M&V) brings considerable GAIN to program implementation by providing confidence to project developers, energy end users, financial institutions, support organizations, etc., that estimated results will be achieved, ensuring the success of projects and programs.
In this context, the network is a forum for discussion of the role of M&V tailored to energy-efficiency policies, legislation, regulations, financing mechanisms, and programs. This interaction can help leverage programs and resources that hold common goals and objectives. To further assist participating governments and agencies, EVO will maintain a repository of legislation, regulations, programs, case studies, and other relevant documentation to facilitate sharing among participants.
“A strong M&V understanding sits behind the deployment of successful energy efficiency policies all around the world. As the caretaker of the International Performance Measurement and Verification Protocol (IPMVP), EVO maintains many working groups comprising well over 100 specialists from around the world. As needed, GAIN can draw on this pool of expertise to inform policy and programs and learn from the world’s best practice”, said Mark Lister, EVO’s chairman.
For its initial year of operation, the M&V GAIN will be chaired by Mr. Ivan Gerginov, Assistant Deputy Minister, Fiscal Management, Department of Finance, Government of Nunavut, Canada. “As governments turn climate commitments into action, energy retrofits offer immediate, measurable benefits—lower energy use, reduced emissions, and stronger resilience. Their impact becomes truly credible when performance is verified. M&V brings considerable GAIN by ensuring that the savings we claim are the savings we deliver”, said Ivan Gerginov.
Further announcements regarding membership will come soon. Government officials in many countries have already expressed interest in the network, including those in Latin America, Europe, Asia, Southeast Asia, and Oceania.
